How to Fill Government Forms Automatically with AI

Government forms are long, strict and repetitive. An immigration petition runs to a dozen pages, a tax form wants every digit in its own box, and the same name, date of birth and address go into every one of them, often for someone else. The data usually exists already, in a passport, an intake email or a spreadsheet. The work is moving it into the form exactly right.

This guide shows how to fill government forms automatically with FillWise, a Chrome extension and web app we build. Government forms come in four technical shapes, and each one fills differently, so the guide goes shape by shape, then covers what you still check yourself.

Why government forms take so long

The four shapes of a government form

1. Fillable PDFs (USCIS, IRS, State Department, SSA)

Most US federal forms are PDFs with real form fields. This is the shape that fills best.

  1. Download the form from the agency's site and open it in Chrome.
  2. Open the FillWise side panel. Paste what you know in any shape, or attach a photo of a passport or another document.
  3. Press Fill form. Text fields, checkboxes, radio buttons and dropdowns are filled, and the completed PDF downloads under its original file name.

The PDF is read in your browser. Three details matter for government files:

2. Online portals

Some applications are web forms on the agency's own site: the DS-160 visa application, embassy and visa center portals, state benefit portals. FillWise fills web forms on any site the same way: open the page, paste or attach the source, press Fill form. The AI reads the labels on the page, in the page's language.

Portals add their own rules. Multi-step portals show one page at a time, so you fill each step in turn. Logins, CAPTCHAs, document uploads, payments and the final submit are always yours. Long portals may time out; saving on the portal as you go protects your progress.

3. Flat PDFs and scans

Some forms are PDFs with no fields at all: a printed layout, or a scan. FillWise places the values on the form's lines instead. For a digital form with a text layer it reads the printed labels and blank lines from the file itself; for a scan it reads the page image, and positions are approximate. Before you download, an editor opens where you can move or change any value. The flat PDF guide covers this in detail.

4. Forms that open only in Adobe Reader (dynamic XFA)

Some government forms, Canada's IRCC visa forms among them, are built entirely in Adobe's XFA technology. Any other viewer shows only a "Please wait..." page. The extension fills them by writing the answers into the form's own data; open the result in Adobe Reader to check it. Two side effects: the issuer's certification signature is removed, and after that the free Adobe Reader no longer saves edits you type by hand (Acrobat does). Buttons, barcodes, images and signatures are not filled. The account page and the API do not accept these forms yet.

Many forms or many people at once

Two common cases go beyond one form:

Without the extension

In the FillWise account, Fill a PDF does the same in any browser: upload the official PDF, paste the data, review the result in the editor and download it. For software that needs to fill government PDFs on its own, there is the PDF form API.

Filling is the slow part; responsibility for the filing stays with you:

Privacy

With the extension, a PDF is opened and filled inside your browser; what goes to our server for AI processing is the list of the form's fields and the data you pasted or attached, and none of it is stored after the fill. For a web portal, the field labels and your data go to the server for that one fill. For a scanned PDF, page images are sent so the AI can read them. Pricing

A PDF costs one fill for every started 5 pages that have fields: a G-28 is 1 fill, an I-130 is 3, an I-485 is 5. A web form page is 1 fill. A form FillWise has filled before, filled again from typed text, does not spend a fill: unlimited on paid plans, 20 a week on the free plan. Photos and PDF attachments are always read by the AI and always count. Free is 20 fills to start and 5 a week after that, with no card; paid plans are on the pricing section.

FAQ

Does FillWise submit the form to the agency? No. It fills the form; you review, sign and file it.

Is FillWise connected to USCIS, the IRS or any government agency? No. It is an independent tool that works with the forms those agencies publish.

Does it work with forms from other countries? Yes, the same way: fillable PDFs, flat PDFs and web forms, in other languages too. Forms that open only in Adobe Reader are filled by the extension, with the caveats above.

Can it get past a portal's login or CAPTCHA? No, and it does not try. You sign in and solve those yourself.

What if the agency publishes a new edition? FillWise reads the fields of whatever PDF you open, so a new edition fills like any other form. A ready map is tied to the edition it was made for; if a new edition renames the fields, the regular fill runs instead.
